- Special expert department of the ZDK Government -- AGREEMENT ON IMPLEMENTATION OF THE PROJECT G.S.R. MODEL SIGNED GOVERNMENT SOCIAL RESPONSIBILITY MODEL: AN INNOVATIVE APPROACH OF QUALITY IN GOVERNMENTAL OPERATIONS AND OUTCOMES
First public call for the collection of project ideas within the SEE program was published in 2008. This public call resulted in 1099 project ideas, and of that number only 42 projects of transnational cooperation are approved, or less than 4% of received projects. One of the approved projects is a project called “Government Social Responsibility Model: An Innovative Approach of Quality in Governmental Operations and Outcomes – G.S.R. Model” in which one of 12 partners is Business Service Center of the Government of Zenica-Doboj Canton. Grant agreement with the European Commission to finance these activities is signed in early December. Project G.S.R. model should contribute to sustainable socio-economic development of the region of Southeastern Europe through the effective dealing with one of the crucial problems - quality and sustainability of the public sector. The project particularly focuses on dynamic improvement of competence and capacity of government agencies and ministries with the aim not only to increase effectiveness and efficiency, but primarily facilitate the transition process towards excellence as well as defining and introducing the concept of "organizational social competence” in public administration.

Transnational Cooperation Program South East Europe (SEE Program) was officially launched in Budapest in late March 2008, aiming to develop transnational partnerships in strategically important subjects in order to improve the process of territorial, economic and social integration and contribute to cohesion, stability and competitiveness of the region.
For this purpose, this program is designed to fund high-quality strategic projects which are directed towards concrete results. Program helps to improve integration between the EU member states, candidate countries and potential candidate countries such as Bosnia and Hercegovina, in order to improve the stability, prosperity and security with balanced development of the whole of Europe.
